For many residents, the 30-year fight for an independent city of Malibu felt like a suburban version of the War of the Roses: a seemingly endless series of battles over marinas, freeways, country clubs, sewers and even a nuclear power plant, fought by local activists against a county determined to transform the still-remote and quirky coast-and-canyon community into a metropolis the size of Pasadena.
