People not wearing masks could have been fined $50 under an urgency ordinance that failed early Tuesday by a 3-2 vote of the Malibu City Council.

An urgency ordinance requiring face coverings while in public in Malibu in response to the COVID-19 pandemic failed to get the necessary four-fifths vote of the Malibu City Council early Tuesday morning.
