Malibu residents had unrealistic expectations about emergency response, City employees lacked the training, experience, and leadership to handle a disaster of the magnitude of the Woolsey Fire, and there were serious gaps in the communication between the City, residents, and emergency responders. These issues are among the key findings in the draft report issued by Management Partners, the independent contractor engaged by the Malibu City Council to assess the City’s response to the November 2018 disaster.
